Net Zero Energy Code Pulled Back for Marshall Fire Rebuilding

Louisville residents and victims of the Marshall Fire protested the 2021 International Energy Conservation Code that would mandate rebuilding their homes with electric vehicle charging ports, higher insulation standards, and requirements to be “electric and solar ready.” Average cost estimates for a net-zero home rebuild could cost consumers anywhere from $20,000-$77,000 extra. The council is hoping its residents may still want to rebuild using the 2021 code using rebates from Excel. In the end, councilmembers asked staff to seek grants for those who comply with wildlife urban interface codes and to create an opt-out program for the energy efficiency code for a grouping of homes.
